The International Olympic Committee (IOC) is the governing body of the Olympic Games, responsible for ensuring the fair and ethical conduct of the world's biggest sporting event. In recent years, the IOC has expanded its mandate to include the promotion and protection of human rights on a global scale. This article explores the IOC's initiatives in transnational human rights and its impact on the international sporting community.

Championing Human Rights

The IOC recognizes that the Olympic Games serve as a platform for promoting universal values, including respect, friendship, and solidarity. As such, it has taken steps to ensure that human rights are upheld both during the Games and in the broader Olympic movement. The IOC's Charter explicitly states its commitment to "promote a peaceful society concerned with the preservation of human dignity."

In 2017, the IOC established a new function called the Sustainability and Legacy Commission, which aims to integrate human rights principles into all aspects of the Olympic Games. This includes addressing human rights issues in host countries, ensuring fair labor practices for athletes and workers, and respecting the rights of indigenous peoples and marginalized communities.

Protecting Athlete Welfare

One aspect of the IOC's human rights initiatives focuses on protecting the welfare and rights of athletes. The IOC has implemented various measures to safeguard athletes' well-being, including efforts to prevent doping, harassment, and abuse.

With regard to doping, the IOC is at the forefront of the fight against performance-enhancing drugs. It has established the World Anti-Doping Agency (WADA) to develop and enforce policies and procedures to combat doping in sports. Through rigorous testing and sanctions, the IOC aims to ensure fair competition and uphold the integrity of the Olympic Games.

In addition to combating doping, the IOC has also taken steps to address issues of harassment and abuse in sports. It has developed a comprehensive framework, including guidelines and support services, to prevent and respond to incidents of harassment and abuse within the Olympic community. This commitment to athlete welfare promotes a safe and inclusive sporting environment.

Working with Governments and NGOs

The IOC recognizes that the promotion and protection of human rights require collaborative efforts with governments and non-governmental organizations (NGOs). It actively engages with various stakeholders to ensure its initiatives have a positive and lasting impact.

The IOC has established partnerships with organizations such as the United Nations and UNESCO to advance human rights through sport. It also works closely with host countries to address specific issues concerning human rights, social inclusion, and sustainable development. By leveraging these partnerships, the IOC can effectively address human rights challenges on a transnational level.

The International Olympic Committee's commitment to transnational human rights is commendable. By integrating human rights principles into its operations, the IOC ensures that the Olympic Games serve as a catalyst for positive change. From protecting athletes' welfare to addressing human rights issues in host countries, the IOC strives to create a more inclusive and ethical sporting environment. Through collaboration with governments and NGOs, the IOC has the power to influence laws and policies, making a lasting impact beyond the sporting arena.

Since their revival in the late 19th century, the Olympic Games have demonstrated an uncanny ability to embody their motto, "Citius, Altius, Fortius." With every edition, the Games have grown faster, higher and stronger than ever before until they were among the world's most popular mega-events.

Beyond the attractive façade of the Olympic Games lies an intricate system orchestrated by the International Olympic Committee. The IOC has been in place as long as the modern Games. Yet, despite the organization's quasi-unrestricted control over one of the world's most important events, the IOC's role in global governance remains enigmatic. Steered by the IOC, the Olympic Movement has always operated under the guise of political neutrality while promoting a political vision inherited from its founder, Baron Pierre de Coubertin.

This book explores the complex political landscape of the Olympic system through the prism of the LGBT controversy that threatened to overshadow the 2014 Sochi Games. After presenting an unparalleled account of the role played by NGOs, Olympic sponsors, athletes, foreign governments and Russian public authorities, it focuses on the key cog of the Olympic system: the IOC. Offering insight into the organization's motives, it investigates the agency of an enigmatic political actor and demonstrates how the IOC successfully curtailed the impact of the controversy. Why? Because the show must go on.

Moving beyond Sochi, the book describes the IOC's unenviable position as it is faced with a pivotal shift in the nature of political issues facing the Games. As transnational human rights issues take precedence over matters related to international relations, the IOC finds itself at a crossroads and must evaluate whether it is capable of toeing the line between political neutrality and amoral universalism. Failure to do so could severely tarnish the Games' image and pave the road for radical changes to the Olympic Movement.
